At the June 5, 2025 Board Meeting, Rim of the World Unified School District formally adopted its expenditure plan for $434,301 in Proposition 28 funding, bringing robust and dedicated arts and music education to seven school sites across the mountain. Proposition 28, passed by California voters in 2022, allows and mandates that this funding be used exclusively for arts education — supporting staff, materials, and partnerships in schools with limited or no current programs.
Impact
This year’s investment reaches every student and every grade span:
- Elementary: Charles Hoffman Elementary (CHE), Lake Arrowhead Elementary (LAE), and Valley of Enchantment Elementary (VOE) will receive a combined $189,794, focused on shared art/music teaching positions, supplies, and coordination efforts.
- Intermediate: Mary Putnam Henck Intermediate (MPH) will receive $90,529, primarily supporting three full-time arts staff teaching music and drama (partially funded) to an enrollment of 1,500 over the course of the year (duplicated number).
- High School: Rim High will receive $134,155 to fund 0.8 FTE across four advanced visual and performing arts electives, as well as equipment upgrades and new band auxiliary programming.
- Alternative Education: Mountain High and Rim Virtual Academy will split over $19,800 to expand access to digital and in-person arts experiences through credentialed instructors and supply kits.
These investments were not made in isolation. From school site councils to arts partners like the Arrowhead Arts Association, Mountaintop Strings, and the Blue Jay Jazz Festival, each plan was shaped by meaningful input from educators, families, and the broader arts community.
Outcome
The Board of Trustees unanimously approved this year’s grant expenditure allocation plans at the June 5, 2025 Board Meeting in Open Session. Each school’s plan reveals thoughtful alignment between student interest, community partnerships, and long-term sustainability:
- CHE & LAE will fund shared itinerant art and music teachers, ensuring even TK–1st graders receive weekly exposure to creativity and rhythm.
- VOE extends that model with even stronger vertical articulation to middle school arts programs, ensuring consistency across the K–8 pipeline.
- MPH will continue to run three full-time programs (Instrumental I, Instrumental II, and Drama) bringing performance opportunities to nearly every student.
- RHS not only funds multiple high-level VAPA electives but has also allocated resources for uniforms and new performance gear for the school’s band auxiliary.
- RVA & MHS will see arts come alive through innovative uses of credentialed instructors and materials aligned to their flexible, remote models.
Prop 28 is more than a line item, it’s a statement of belief and commitment from California’s voters. The arts matter. Every child, regardless of school or circumstance, deserves access to creativity. And here on the mountain, we’re building something enduring, expressive, and joyful.
